Project Description Narrative:


The development of a sufficient and competent public health workforce was identified as a key priority to improve the health of the public in the Healthiest Wisconsin 2010 state health plan. In the fall of 2003, a joint Public Health Education and Training workgroup was established by the Medical College of Wisconsin and the University of Wisconsin Madison to assess the education and training needs of the broad public health workforce and to make recommendations regarding a Public Health Leadership Institute.

Based on recommendations from the assessment, this award will support the initial three-year operational phase of a public health leadership institute for Wisconsin that will develop innovative methods and technologies to support the education and training of transformational leaders who engage in innovative community health improvement activities for the residents of Wisconsin.

Outcomes & Lessons Learned:


  • Established a succesful collaboration model with the University of Wisconsin School of Medicine Wisconsin Partnership Program to develop and implement critical objectives in creating a Healthy Wisconsin Leadership Institute, eliciting participation from the vast majority of counties across Wisconsin and a range of sectors including academic, busienss, government, nonprofit, and health care
  • Implemented a Community Teams Program to address critical public health issues in Wisconsin, engaging an initial four cohorts of teams in the program which provides orientation, technical assistance and multiple workshops to support teams in addressing pressing issues in their communities. Teams report successful outcomes of their work, including successful grant proposals to support further impact on key issues identified
  • Developed a combined Health Policy Program and Lifelong Learning and Mentoring Program, conducting regional workshops and online offerings related to community health improvement, engaging an initial 400 participants in programming. Created an online library of resources for health policy and other leadership institute programs
  • Delivered continuing education programming to a diverse mix of nearly 1,000 government and private-sector professionals
  • Developed and expanded partnerships with key stakeholders, including the development of a Community Advisory Committee
  • Created and conducted comprehensive Institute evaluation, developing ongoing data collection methods and analysis aimed at supporting continued program improvement
  • Presented program framework, theory, and model for public health leadership and skill training at numerous state and national conferences
  • Received identification as one of the public health achievements of the past decade in the Healthiest Wisconsin 2020 State Health Plan
